Baldwin County Prepares For Recovery From Future Disaster

The Baldwin County Commission executed a contract on March 5, 2024, with MB3 Inc. doing business as Civix for the Planning Phase of the Community Development Block Grant – Disaster Recovery (CDBG-DR) Sub-award for Baldwin County Commission in the amount of

$370,081.


The $370,081 will be allocated from the $1,000,000.00 Alabama Department of Economic and Community Affairs (ADECA) sub-award funds dedicated to planning. The Planning Phase will include the planning of the General Grant Coordination and Management, Project Management, and Capacity Building.


Civix will begin work with Baldwin County Commission staff and stakeholders to develop an individual Local Recovery Plan (LRP) as detailed in the State of Alabama Action Plan for Disaster Recovery that identifies and describes the activities eligible for CDBG-DR funding.


Baldwin County expects to receive up to a total of $44,361,686 in CDBG-DR funds, corresponding to ADECA’s allocation received from HUD with $1,000,000 to be used toward planning, $19,219,010 to be used toward housing, and $24,142,676 to be used toward non-housing projects.


The Baldwin County Commission, as a sub-recipient of ADECA will utilize CDBG-DR funds to implement a wide range of housing, infrastructure, economic development, and mitigation activities.

 

On February 3, 2022, and May 24, 2022, the U.S. Department of Housing and Urban Development (HUD) allocated a total of $501,252,000 to the State of Alabama for the purpose of assisting in long-term recovery from major disasters, Hurricanes Sally, and Zeta, that occurred in 2020.
