This week the Gulf Shores City Council reviewed a proposal from Layla Andrews, the City's Revenue Supervisor. The resolution, number 6852, would place a 120 day moratorium on the issuance of licenses for rentals of golf cart or LSV (low speed vehicle). The resolution was approved unanimously and adopted by the council.
In a prior City Council work session, Layla Andrews explained that the reason for the moratorium was "so staff has time to review the current ordinance and make appropriate changes."
The City of Gulf Shores has made several amendments to the ordinance in the past years due to neighborhoods and residents requesting to be added to the approved operational area for golf carts and LSVs.

In the past year Gulf Shores has also experienced growth in request from companies wanting to provide golf cart rental and sales within the city limits.
In 2022 John Harris, who owns Gulf Coast Rental Co. LLC of Orange Beach, wanted to lease out his vehicles to visitors during The Hangout Festival and other events, at recreational vehicle parks and campgrounds in Gulf Shores. This and other options have been denied by the council.
The State of Alabama and Baldwin County have been reviewing their laws concerning golf carts and similar items due to the explosion in growth of them being used on streets and crowded side walks. Some area rental homes are even being advertised on Air B&B with the golf cart being included.
