Foley Council To Consider Annexations For Park Expansions

Council Agenda packed with annexations, grants, and public safety

The Foley City Council will meet in a joint regular/work session on Monday, Nov. 6th in council chambers at city hall. 


During the meeting, the council will discuss:

  • Developing an action plan on roadway safety in the city including a public meeting on Nov. 6 from 4:30-6:30 p.m. at the Foley Civic Center.


  • Impact fee totals from the recently ended fiscal year 2023. During the year, Foley collected a total of $1.9 million for use in the Parks and Recreation Department and for transportation improvements leaving a total of $3.1 million in the fund from collections in FY 2022 and 2023. Also, during the meeting, the council will consider an amendment to an ordinance to create an impact fund fee schedule for new developments.


  • Giving a name to the Bon Secour River Headwater Project.


  • A recommendation from the planning commission to extend East Bullard Avenue further east.


  • An introduction and first reading of an ordinance to annex property into Foley for Turf Properties near the intersection of Grantham Road and Hartung. Plans are to use it for a “utility grade” solar panel farm on approximately 619 acres.


  • An introduction and first reading of an ordinance to annex property owned by the city of Foley into corporate limits. It is located east of Mills Road and north of Beckner Road and contains 33 acres. The city paid $1.1 million for the property in September and is requesting the initial zoning be for open space/recreation with plans to use it for a city park. The council will also consider a request for forestry mowing of the Mills Road property at a cost of $14,000.


  • An introduction and first reading of an ordinance to set policy on background checks on contractors doing work for the city.


  • A resolution to enter into an agreement for school resource officers with the Baldwin County Commission and the Baldwin County Sheriff’s Department.


  • A resolution approving the surplus and disposal of a Street Department vehicle.


  • Approving paying for improvements to the Aaronville Park and Max Griffin restrooms to comply with ADA regulations. The improvements will be for $152,530 for each to CXT a company out of Washington state.


  • Accepting a Library Service and Technology Act grant of $40,000. The council will also consider a resolution declaring primary source vendors for the library.


  • Updating the city’s personnel system policy manual concerning full-time and part-time employees.


  • Signing an updated agreement with the South Alabama Purchasing Association which operates “for the mutual economic advantage of its members.”


  • Amending the pay classification plan for the police department.


  • A resolution increasing the budget for items the city expected to receive in FY 2023 for operations in the police department for a total of about $30,000.


  • Accepting the old armory building behind city hall from the Armory Commission of Alabama.


  • A resolution approving a sponsorship for the Mobile Bay National Estuary Program’s annual breakfast.


  • Approving an agreement with the Southwest Alabama Highway Safety Office for reimbursement of overtime during FY 2024.


  • A resolution declaring equipment surplus and authorizing the disposal of an 11-passenger ADA tram, an EZ Go golf cart and a Toro MD workman.


  • A request for approval of a bid for the relocation and upgrades of the Kids Park pavilion.


  • Entering into an agreement with Synergy Disaster Recovery for cleanup in the city.


  • The surplus of eight Street Department vehicles and equipment.


  • The purchase of a 2024 Chevrolet Malibu from Sandy Sansing for $26,419.


  • Approving the surplus of four Sanitation Department vehicles and equipment.


  • Approving capital purchases for the Street Department for a Bobcat Compact Excavator for about $23,000, an International crew cab with a side dump body at $94,463 and an International conventional cab with a side dump body for $91,158.


  • Amending the capital purchase accounts for FY 2023 for items that were not received including a Ford Lightning, police vehicle equipment, a sign truck, a pickup truck, a zero-turn mower, a reel mower and a customer pumper firetruck.


  • Setting a public hearing to declare weeds at a lot on the northeast corner of County Road 20 and South Hickory Street and ordering its cleanup.

Mayor Robert Craft informed the city council of Chief Delmore’s intent during a meeting this week. While he will no longer be heading the police department, Chief Delmore will stay on the force as a special investigator until the end of his term, which ends in November.
