The City of Orange Beach has many items on it's development agenda for 2025. Road work, school additions, park upgrades and much more are part of the City Council's expenditures for 2025. The good news is the expected revenue for the year is over $103 million.

During a joint regular-work session meeting, the Orange Beach City Council will discuss spending $108,812 for a Kubota farm tractor to be used by the city’s Coastal Resources Department.

The regular list price for the tractor is set at $135,734 but by purchasing it through the Sourcewell government purchasing cooperative the city will save $29,861 on the price to come up with the final cost.

During the regular session, the council will discuss:

• Payment $1.5 million to vendors for goods and services from Nov. 7-24.
• Have a second reading of an ordinance change to allow for residents of Fish Camp Landing to improve and expand the marina to 52 slips to offer a slip for each residence in the subdivision.
• Have a public hearing and a second reading of an ordinance change in the Saltwater Cottages planned unit development to remove a sidewalk at the request of the U.S. Fish and Wildlife Service.
• Granting a special events liquor license for Bottles Up Mobile for the Baldwin EMC Christmas Party at the Orange Beach Event Center on Dec. 7.
• Providing tax exemptions for hearing aids from Dec. 1 through Sept. 30, 2029.
• Extending the entertainment districts at The Wharf and SanRoc Cay Marina and Perdido Beach Resort through Dec. 31, 2025.
• The 2025 budget which calls for $103.1 million in revenue and $78.3 million in expenses.
• Authorizing a one-time payment for city employees for future services.
• Authorizing amendments to the enrollment agreement with Blue Cross Blue Shield to renew the employee health plan.
• Declaring six in-car cameras as surplus and donating them to Elberta.
• Declaring a stationary bike owned by the city as surplus and donating it to city schools.
• Authorizing four contracts with GeoCon for site testing and engineering services for pickleball courts, a first responder safe room during storms, the new shooting range building and a city veterans’ memorial.
• Accepting a proposal from ThreatAdvice Security Services to connect police department offices to a fiber network for $9,533.
• Authorizing the purchase of stop-loss insurance for the city in 2025.
• Authorizing a contract with Guardian RFID for inmate records management for $7,023.
• An annexation petition from the Holmes family to bring a 38-parcel on Roscoe Road into the city limits. Baldwin County records indicate the use of the property for timber.

During the work session, the council will discuss:

• Authorizing the city to host events during 2025 including the Mardi Gras parade, the Orange Beach Arts Festival, Seafood Fest and Freedom Fest at The Wharf, the city’s annual Christmas tree lighting and city school events.
• Executing a contract with Lauren McCaghren for dance instruction for the production of Shrek the Musical.
• Authorizing a contract with EnCompass360 for grant writing services for $60,000 and a second contract with the company for program administration services for the first responders' safe room project.
• Allowing a franchise to MCImetro to provide telecommunication services in city rights of way.
• Setting a public hearing for an ordinance amendment for the Roscoe Road Townhouses planned unit development on 39 acres for a 60-unit complex located on the west side of Roscoe Road and 700 feet north of the intersection of Roscoe Road and the Foley Beach Express.
• A reminder of a public hearing and first reading of an amendment to the Saltwater Cottages II PUD on Dec. 3 at 3 p.m. Developers seek to rezone four acres on the beach at 23591 and 23608 Perdido Beach Boulevard into a PUD for five single-family houses.
